Introduction

The Indian Parliament passed the National Cadet Corps Act in 1948, thus creating the National Cadet Corps (NCC). The motto of the NCC is Unity and Discipline. The HQ of the NCC is in New Delhi and is commanded by a Director-General of the rank of Lieutenant General. At New Delhi, a Central Advisory Committee has been set up with the RM / RMM as Chairman to advise the Government on all matters of policy and administration of the NCC. Each state also has a State Advisory Committee. The NCC is administered directly by the Ministry of Defense. The Director General has a staff which is drawn from the three services - Army, Navy and Air Force.

The NCC is divided into 16 directorates, similar to brigades, in which each state or group of states forms a directorate. The smaller states and union territories are attached with directorates of the bigger states. Each directorate is under the command of an Officer equivalent to the rank of a Brigadier. The directorates are further sub-divided into groups, which varies according to the size of the state, each under the command of an Officer equivalent to the rank of Colonel. A group consists of NCC battalions and NCC Air Force & Naval units. Other than the Commanding Officer, each Group HQ has an Administrative Officer and a Training Officer with ranks of either a Lieutenant Colonel or a Major.

History

General

The National Cadet Corps can be considered as a successor of the University Officers Training Corps which was established by the British in 1942. During the World War II, the UOTC never came up to the expectations set by the British. This led to the idea that some better schemes should be formed, which could train more young men in a better way, even during peace times. A committee headed by Pundit H.N. Kunzru recommended a cadet organisation to be established in schools and colleges in a National level. The National Cadet Corps Act was accepted by the Governor General and on 16th July 1948 the National Cadet Corps came into existence.

During the 1965 and 1971 wars with Pakistan, NCC cadets were the second line of defense. They organised camps to assist the ordnance factories, supplying arms and ammunition to the front, and also were used a patrol parties to capture the enemy para-troopers. The NCC cadets also worked hand in hand with the Civil Defence authorities and actively took part in rescue work and traffic control. After the 1965 & 1971 Indo-Pak wars the NCC syllabus was revised. Rather than being the second line of defence, NCC syllabus laid a greater stress on developing qualities of leadership and Officer-like qualities. The military training which the NCC cadets received was reduced and greater importance was given to other areas like social service and youth-management

  

History of NCC in Manipur


1.  NCC Group Headquarter at Imphal is in overall command of all NCC Units located in Manipur and Nagaland States. This Headquarter was raised by Lt Col Y K Sawant in Apr 1965. 

2.  Out of these two States, the honour for raising the first NCC Unit goes to Manipur , when Capt L H Harnet raised No1(Manipur)Indep Coy NCC & one Sub troop of Junior Wing Girls at Imphal in 1954. Besides this ,there were troops of NCC also in existence.

3.  In 1962, there was a major re- organisation of NCC all over India. During this year , No 1(Manipur) Indep Coy NCCwas re- organised as 1 Manipur BN NCC with six companies and the sub troop of Senior Wing Girls was formed into 1 Manipur Girls Bn NCC with two companies. 

4.  During 1964 ,the first NCC Units in Nagaland were raised at Kohima and Mokokchung. The following are the details of reorganization:-

              (a) Jul 1964 - 1 Nagaland Indep Coy NCC, Mokokchung.
                       
              (b) Aug 1964 - 2 Nagaland Indep Coy NCC, Kohima.
                        
              (c) Sep 1964 - 1 Manipur Bn NCC was increased to 8 companies.

5.  The next re-organisation came in 1965 when the following new raisings took place:-

              (a) Apr 1965 - NCC Group Headquarters at Imphal
              (b) Jun 1965 - 2 Manipur Bn NCC with 8 Companies was raised.
              (c) Nov 1965 - 1 Manipur Girls Indep Coy NCC was re-organised as 1 Manipur Girls Bn NCC.


6.  Thus, in 1965 the NCC organisation in Manipur and Nagaland was as under :-
              (a) NCC Group Headquarters 
              (b) 1 Manipur Bn NCC
              (c) 2 Manipur Bn NCC at Imphal
              (d) 1 Manipur Sig Coy NCC
              (e) 1 Manipur Girls Bn NCC 
              (f) 23 Manipur Indep Coy NCC at CHURACHANDPUR
              (g) 1 Nagaland Indep Coy NCC at MOKOKCHUNG
              (h) 2 Nagaland Indep Coy NCC at KOHIMA
              (J) NCC Units in TRIPURA and NEFA ( now ARUNACHAL PRADESH) were 
                   placed under command of this Group Headquarters since their raisings.

7.  Further regrouping / reduction of strengths of NCC Units started from 1968-69 and new 
    re-organisation came into being as per details below :-

     (a) 1 and 2 Manipur Bn NCC were grouped together and renamed as 14 Manipur Bn NCC 
          with 5 Companies.
     (b) 1 Manipur Girls Bn NCC was re-organised as 65 Manipur Girls Bn NCC. 
     (c) 1 Manipur Sig Coy NCC was re-organised as 44 Manipur Sig Coy NCC and became 
           an indep coy.
     (d) 1 and 2 Nagaland Indep Coys NCC were respectively renamed as 25 Nagaland Coy 
           NCC Mokokchung and 24 Nagaland Indep Coy NCC Kohima. 



8.  1 Manipur Air Sqn (Flg) NCC was raised at Imphal in Aug 1971. During the same year 65  Manipur 
     Girls Bn NCC was also re-organised as 65 Manipur Girls Indep Coy NCC .

9.  The next re-organisation took place in 1977. During this year, the following units were raised/disbanded :
            (a) 44 Manipur Sig Coy NCC Imphal
            (b) 23 Manipur Indep Coy NCC Disbanded CHURACHANDPUR 
            (c) 66. Nagaland Girls Indep Coy NCC- Raised Kohima 

10.  On 01 Jan 87 No.1 (Nagaland) Air Sqn(Flg) NCC was raised at Dimapur. The present organisation of  NCC in Manipur and Nagaland is as under:-

TRAINING

    The NCC carries out training in five distinct spheres as under :-

a) Institutional Training :

Drill, shooting, Physical fitness, map reading, First aid, Gliding/Flying, boat pulling, sailing and camp training covering basic of military training in Army, Navy and Air Force.
 
b) Community development 

These are the activities organized to make youth and through them people conscious and sensitive to the needs and problems of their fellow countrymen as to contribute meaningfully to enriching the community life. Major activities include Blood donation, Adult literacy, Anti Dowry and Leprosaria, Aids-Awareness, Tree plantation, volunteer service in Cheshire homes and eye donations etc.
 
c) Youth exchange programme 

This is a very important activity. It is done to increase international understanding and bolster awareness. These exchanges are done with NCC community of 10 countries namely Australia, Bangladesh, Bhutan, Canada, Maldives, Nepal, Singapore, UK, Russia and Vietnam at international level. Four cadets, namely ch. Ruhikantha, Rockson Meitei, Uttam Singh and Gulshan Singh have represented Manipur to Singapore, UK and Bangladesh and Veitnam respectively in the present two years.
 
d) Sports :

NCC Games are organized at National level in three disciplines viz. Foot ball/Volley ball and Athletics. Foot ball team as part of NE region was runners up in 1998. In 2001, both Senior & Junior teams lifted the Championship. A matter of pride and surprise is that though team was known as NER but it was represented 99% by boys from Manipur alone.
 
e) Adventure Training 

To develop special qualities of courage, leadership spirit of adventure and comradeship team work and self confidence, some of the activities being organized by NCC are Trekking, Rock Climbing, Mountaineering, Para jumping, Scuba diving, water Skiing, Sailing, Yatching, Hang Gliding and Micro light flying. Slithering and Motor cycle expeditons etc., Numerous, camps inside and outside the state of Manipur have been held of greater significance been at Shillong (Rock climbing(NMI Uttakashi. HMI Darjeeling(Mountaineering) expeditions to Ladhaki & Manali peaks. A motorcycle borne rally was organized from Aizwal to Guwahati participated by 5 cadets from Imphal group center. Recently peace march on bicycles was flagged off for CC pur by Brig RR Nautiyal the DD General NER Shillong on 6 th Aug.
 

TRAINING CARRIED OUT IN 2002-03

1. The following training courses were carried out in 2002 –03 in the locations given against them. 
     Our cadets  participated in all of them:
a) Advance Mountaineering Course - Darjeeling
b) Mountaineering expeditions (Boys) - Bandarpunch Peak
c) Basic Mountaineering course - Uttar Kashi
d) Mountaineering Expeditions (Girls) - Manali Peak
e) Advance Mountaineering course - Manali
f) Method of instruction course - Manali
g) Vayusainik Camp - Bangalore
h) Adventure Course - Darjeeling
i) Pre thal Sainik Camp - Umroi Cantt and Dinjan
j) Advance Leadership Course - Jamnagar
 
2. National Integration Camps were carried out at the following locations:

8. Subroto Mukherjee Football tournment was conducted at New Delhi and our cadets participated the
    tournment.
 
9. Trekking Expeditions Camps were carried out at the following locations :

10. Republic Day Parade 2003 was conducted at New Delhi and our cadets participated at the parade.

SAHARA SCHOLARSHIP

A) JUNIOR DIVISION/WING : Scholarship for cadets passing Class X examination and fulfilling the laid down eligibility criteria. Two scholarhip of Rs 5000/- each for one year will be awarded to JD and JW cadets per NCC Group. Total number of scholarhips will be 368.
 
B) SENIOR DIVISION/WING : scholarships for cadets passing 10 + 2 or equivalent examination admitted in regular graduation courses recognized by the UGC viz BA B Sc, B Com, BCA, BBA and fulfilling laid down eligibility criteria. Two scholarships of Rs 15,000/- each for one year will be awarded to SD and SW cadets per NCC Group. Total number of scholarships will be 368.
 
C) HIGHER STUDIES : Scholarships for cadets passing 10 + 2 or equivalent examination admitted in professional courses recognized by the Government and UGC viz Engineering, Medical, Business Administration, Hotel Management etc and fulfilling the laid down eligibility critieria. Sixty six scholarships of Rs 40,000/- each will be awarded for one year common for Boys and Girls. Distribution of these scholarships between various States and Union Territories will be based on the number of NCC Groups per State/ UT.

ACHIEVEMENTS

VSC CAMP : At National level Vayu Sainik Camp held at Oct 2002 at Bangalore, out team scored 1st position in cultural and Line Area competition.
 
DG's Commendation Card : Awarded to Maj (Mrs) Motimala, ANO. This is her 3rd award in NCC.
 
Local Republic Day Parade : Four contingents of NCC participated in the local RD Parade. SD/SW(Army) contingent was adjudged 1st and SD(Air) the 2nd.
 
Manipur State Association Firing Competition : Seven cadets participated . Cadet was awarded the 1st position in .22 Rifle open Sight Men Junior and Cadet Sandhya Rani got 1st in the Women Junior.
 
NCC Day Celebrations : Organised on 24 Nov 02 in a noble way of blood donation, cultural programme, aeromodelling and essay competition.
 
Motivation cum Information Hall : It was inaugurated by Brig RR Nautiyal, Dy DG, NCC NER Dte, Shillong on 02 Dec 02. It contains trophies, medals, models of aircrafts and detailed information on how to join the Defence forces.
 
Worlds Aids Day : A fortnight was organised to include :
a) Community Education Programme
b) Cycle Rallies
c) Essay Writing Competition
d) Distribution of Medicines
e) Seminar on 01 Dec 02 
 
Governor's Gold Medal : These were awarded to SUO Uttam Singh and SUO Sarita Devi on NCC Day.
 
Youth Exchange Programme: SUO Uttam Singh visited Bangladesh and SUO Rockson Meitei visited UK as a part of the YEP Team.

How to Enroll into the NCC ?
 

* Induction into the NCC is on voluntary basis and students both boys/girls can join at the age of 13 years in Junior Division (JD)/ Junior Wing (JW) (generally Class VIII to X) and in Senior Division )(SD)/ Senior Wing (SW) from Class XI onwards.
 
* Enrollment may be into Divisions (boys) and Wings (girls). Enrolment into Junior (Division/Wings) starts from Classes VIII/IX and in seniors from Classes XI / PU Colleges between the age groups of 13 to 20 years. You may join an Army, Navy and Air Force unit.

* For those colleges/schools where NCC facilities have not yet been extended, you could still join the NCC by enrolling with OPEN units. For More details contact the nearest group office.

 

 

 

 

 

 

CURRENT ISSUES

1. Incentives to Cadets: A case has been taken up with the State Govt to give more incentives to NCC Cadets by way of reservation of seats in Medical & Engineering colleges, PG Courses and Job reservation in State Police, IRB etc.
 
2. Funds: This year, no funds have been released for training of Cadets. State Got have been requested to immediately release funds to clear the arrears and also release adequate funds for 2003-04 to impart good training to the cadets. It will help cadets get Micro light flying training which are going to be received by the NCC at Impale very soon.
 
3. NCC Complex: The State Got have been requested to allot land to NCC to construct permanent NCC complex with the help of Central funding even if the present location is allotted, it will be a great assets for the State NCC
